Does the following edict from the World Chess Federation mean that will not have an official world champion until 2010?

June 28, 2007 World Chess Federation Changes Championship Rules, Again In a press release the federation has said that the winner of a grand prix series of tournaments held over a two-year period would play a match against the winner of a mega-tournament called the World Cup. The winner of that match would then play a match against the world champion. The grand prix would begin in 2008. This new process replaces the one that was announced earlier this year in which the world champion plays a match against the winner of a world championship tournament such as the one that will be held in Mexico City in September and October of this year. The winner of the Mexico City tournament (as long as it is not Vladimir Kramnik of Russia, the champion, who is playing in Mexico City) will still play a match against the champion (Kramnik). But in a new twist that was part of the announcement, the winner of that match will now play a match against the winner of a match between Veselin Topalov of Bulgaria, a former world champion, and the winner of the 2007 World Cup tournament. The winner of that match will be the world champion for purposes of the new system. If Kramnik wins the Mexico City tournament, he will play a match against Topalov and the winner will play a match against the winner of the World Cup.
