Cheating?

Bulgarian, Borislav Ivanov has been causing controversy because of his grandmaster play after an ordinary career. Is he cheating?
American grandmaster Maxim Dlugy says after their game, "I actually think he has the computer in his shoes – he doesn’t need any outside connection. He is using his toes to receive and give signals, in Morse code or whatever he has decided to use. His toes are actually tied in, electronically, so he cannot actually take off his shoes".

At the club I'll be asking all my opponents to take of their shoes for inspection. Is this enough? Should we compete nude?
